Job Title: Planning Officer - ( Civil Engineering/Infrastructure ) Job Type: Permanent Salary: £30k-£40k Location: Burnley We have an opportunity for a highly accomplished Planning Officer with a strong civil engineering/infrastructure background and/or ideal Telecommunications background. The position holds accountability to ensure all planning applications are submitted and negotiated to a satisfactory completion. This required excellent understanding of the planning process, good communications skills and strong commercial acumen. This is a great opportunity to play a key role in supporting the efficient delivery of a high number of project builds throughout the UK. Ideal: Our client is a UK based telecoms business and an approved code operator, who is seeking someone who has an excellent understanding of the Telecommunications and accompanying law to drive an electronic network roll out. The opportunity will require a candidate that understands the meaning of a Code Operator within the meaning of the Communications Act 2003, as well as understanding and the afforded benefits extended to them from new Electronic Communications Code, recently enacted by the Digital Economy Act 2017. The candidate will be working to deliver the installation of electronic communications apparatus as part of the intended roll out to form part of Internexus' UK wide electronic network roll out. Which will, in planning terms, be governed by Town & Country Planning (General Permitted Development) (England) Order 2015 (as amended by the Amendment No. 2 Order of 2016), Schedule 2- PART 16- Communications ("GPDO"). Our client recognised early that traditional methods of delivering internet connectivity to customers would be unable to keep pace with the ever-accelerating demands as technology advanced. Traditional methods of internet delivery still rely on cables and telephone wiring that, in many cases, is many decades old and which was designed for telephone communication alone. Consumer and Business demand for broadband services continues to grow exponentially and they are here to roll out their extraordinary AIR FIBRE product nationwide. Types of candidates who would be suitable: A) Whole planning process. The role involves assisting in identifying suitable town, suitable sites, advising on site acquisition, gaining the appropriate planning permission through to hand-over to the project build team. OR B) Advising us on planning, dealing with planning applications, meeting councils planning officers, checking applications before submission. Attending any meetings and representing us. [In B not doing town planning finding sites] OR C) Could be a planning manager, this will consist of managing a team of approx. 4 graduates. The Planning Manager must be able to advise, direct and check all actions has been carried out. Also, attend all relevant meetings. Key Duties / Responsibilities · Make templates, guidelines for people to follow · Check work and make the decision to acquire/build. · Must be the go-to person for us and the team, to give direction, advice and support. · Set up the baseline plan for assigned planning projects and monitor project against plan, so that any problems are recognised promptly · Liaise with local authorities, taking responsibility to ensure all the plans pass the regulatory requirements in order to erect the Telecomm masts. · Processing accurate and compelling planning applications, creating solutions where required and negotiating with town planners. You will have the advantage of "code power" status. · Collect local plans and check against planning flows · To be up to date on all planning permission regulations · Collate and build a list of sites owned by council/public · To keep accurate documentation · To interact and support the effective information sharing/collection with all the project stakeholders in an appropriate manner. Background / Experience required · A track record of facilitating planning applications successfully · A complete understanding of the planning Regulations including, process and law · Knowledge of Civil Engineering/Infrastructure would be an advantage · Must work well under pressure, good customer facing skills, good communicator; · Computer literate - skilled in the use of Excel spreadsheets, MS Word , · Must have excellent grammar. Written communication as we have to explain why we want site and justification why this is the best option, · They will need to think out the box, be creative, and very organised.
